Lee F. Hixon is a dedicated civil engineer with over 23 years of experience specializing in land development and water resources. As the president of H2R Engineering, Inc., he brings a wealth of knowledge and expertise to the firm, ensuring that every project is approached with meticulous attention to detail and a commitment to excellence. Lee's journey in engineering began in 1994 when he started working in land surveying, which sparked his interest in the field and led him to earn a B.S. in Environmental Engineering from Wilkes University, followed by an M.S. and Ph.D. in Civil Engineering from Virginia Tech.

In his role at H2R, Lee manages the Richmond area office and oversees a variety of projects, leveraging his extensive background in stormwater management design, MS4 compliance, and watershed master planning. His collaborative approach fosters strong relationships with clients and regulatory agencies, enabling efficient project delivery that meets all regulatory expectations. Lee has also contributed to the field through published peer-reviewed papers in esteemed journals, further solidifying his reputation as an expert in stormwater management and water quality.
