Services We Provide

 

H2R provides civil engineering and stormwater compliance services.  Our service lines and expertise specifically include:

• Site Planning and Land Development Engineering Design: Consultation and engineering design plans for residential, commercial, and industrial developments for both private and public clients.  We can assist you through the planning, design, and construction of your land development project. 

  • Project Management: As your "one stop shop," we provide project management that coordinates surveyors, geotechnical engineers, contractors, and other necessary professionals who provide quality and cost-effective services.

  • Rezoning and Special Use Permits: Sensitive to the complexities of modifying the allowable use for a property, our leadership has significant experience and success achieving client goals. 

  

• Construction Administration:  As a liaison between our clients and their site contractor, we assist with ensuring engineering and regulatory issues occurring during the course of construction are resolved quickly and cost-effectively.  Our coordination can result in a reduced schedule and cost-saving modifications during the course of construction. 

  

• Municipal Separate Storm Sewer System (MS4) Compliance:  We provide management or assistance with all MS4 program areas.  We have significant experience developing and assisting with implementation of MS4 Programs throughout the Commonwealth, resulting in successful program audits from both the Virginia DEQ and EPA.  Our leadership has significant experience with:  

  • TMDL Action Plans: Including development and assistance with implementation of both local TMDLs (sediment, bacteria, and PCBs) and Chesapeake Bay TMDL Actions Plans.

  • VSMP and VESCP Compliance Assistance: Including development of program documentation and procedures,  plan review, construction site inspections, and other tasks to assist localities maintain compliance. 

 

• Watershed Master Planning and Modeling:  We provide watershed master plan services to address quantity and quality criteria for development and pollutant reductions.  We also provide local TMDL and Chesapeake Bay TMDL master plan studies to cost effectively achieve pollutant reductions required by MS4 permits.  Our studies are comprehensive, considering all potential means and methods for pollutant reductions to identify cost effective plans.

  

• Municipal Stormwater and Sanitary Sewer Design: We provide planning/design services for stormwater and sanitary sewer systems.  We can provide these services using EPA SWMM or Bentley SewerGEMs software, with plans produced with Autodesk Civil 3D.

   

• Construction Site VPDES Permit Compliance:  We provide Virginia Department of Environmental Quality (DEQ) certified Stormwater Management (SWM) and Erosion and Sediment Control (ESC) Inspectors to assist with construction site inspections consistent with local and state regulations.
